We sincerely thank you for your ongoing feedback on the review of the Tri-Agency Open Access (OA) Policy on Publications.
As an outcome of the tri-agency engagements on the OA Policy review, we are pleased to inform you of the release of a ”What We Heard” Report covering the main findings from our engagement sessions and from other feedback received since the July 2023 announcement of the OA Policy review.
This report summarizes the main ideas that have emerged from these activities, and is divided into three central themes:
- Pathways to OA - focused on the potential routes available to achieve OA;
- Measurement of OA - focused on monitoring and supporting Policy compliance; and
- Culture of OA - focused on the ecosystem of OA in relation to Open Science, at all levels, from research-performing institutions to research funders, and other partners.

We encourage you to share this Report with your networks and colleagues. As a next step, the agencies will be drafting a revised OA Policy in consideration of the feedback outlined in the Report.
